The “Construction of the Municipal Waste Thermal Treatment Plant for Bydgoszcz and Toruń Metropolitan Area” project is co-financed from EU Cohesion Funds as part of the Operational Programme Infrastructure and Environment.

Project objective:

The Project is aimed to organise waste management system in the Bydgoszcz and Toruń Metropolitan Area. Under law, the basic assumption of waste management is to minimize waste production and its maximum utilisation as raw materials and sources of energy. The quantity of disposed biodegradable waste must be reduced to 75% in 2010, 50% in 2013 and 35% in 2020 compared to the reference year of 1995. Moreover, in accordance with the 2014 National Waste Management Plan, for urbanized areas or regions of over 300,000 people, the preferred method for neutralisation of mixed municipal waste by thermal treatment.

Project comprises:

  • Municipal Waste Thermal Treatment Plant (MWTTP) with a capacity of 180,000 Mg/year
  • Composting facility with a capacity of 4,000 Mg/year
  • Waste reloading station in Toruń with a capacity of 60,000 Mg/year
  • Supply network – for sending heat and electricity from MWTTP, including the entire infrastructure, in the amount of:
    • - heat – 648,000 GJ/year (180,000 MWh/year)
    • - electricity – 54,000 MWh/year

Once constructed, the Municipal Waste Thermal Treatment Plant will ensure obligations toward EU to be met concerning raw material recovery and reduction of waste disposal in landfills, as well as allowing potential penalties for failure to fulfil relevant obligations that arose following Poland’s joining the European Union to be avoided. The MWTTP will be an advanced system satisfying the criteria of the best available technology, safe for humans and environment, and that recovers heat and power energy, i.e. the so-called green energy.  

Information on the Operational Programme Infrastructure and Environment
The Operational Programme Infrastructure and Environment is aimed to make the project more attractive.
The OPI&E includes numerous infrastructural projects with special consideration given to the natural environment, carried out in accordance with the idea of sustainable development. A series of undertakings are planned as part of the programme.
