Project location

The Municipal Waste Thermal Treatment Plant for the Bydgoszcz and Toruń Metropolitan Area will be located on the ProNatura plot in the degraded industrial areas in the Bydgoszcz Industrial Park. This place was selected as the most advantageous following a multi-criteria analysis.

Four locations were considered: three within the city of Bydgoszcz and one in Toruń.

In Bydgoszcz:

  • Waste Treatment Facility at ul. Prądocińska
  • Bydgoszcz Industrial Park
  • Location near CHP plant ECII at ul. Energetyczna

In Toruń:

  • Municipal Waste Neutralisation Facility at ul. Kociewska


The above locations were assessed in terms of the following criteria:

1. Technical and legal criteria:

  • Legal status of a plot
  • Area accessibility, access roads
  • Technical infrastructure
  • Possibilities of selling produced heat energy

2. Social and political criteria

  • Proximity of residential developments
  • Potential conflicts with local residents
  • Potential conflicts with existing area users

3. Environmental criteria

  • Presence of areas with protected wildlife or protected historic buildings/developments
  • Possibility of waste storage following thermal treatment
  • Possibilities of reduction in emissions by supporting existing systems of the CHP plant
  • Geological and engineering conditions

4. Economic criteria

  • Potential purchase of land for the project
  • Outlays on construction of absent infrastructure
  • Costs of social compromise

The above criteria were allocated the following assessment points:

Advantages of the first location in the Bydgoszcz Industrial Park indicated in an expert analysis are:

  • Plot is located in the Bydgoszcz Industrial Park (BIP) and currently is not developed
  • All legal requirements related to plot are met
  • No immediate proximity of residential buildings
  • BIP is included in Local Area Development Plan
  • Convenient location in an industrial and commercial area
  • Increase in investment related attractiveness of BIP
  • All municipal utilities are provided to BIP confines
  • Non-protected area (no protected wildlife, historic buildings etc)
  • Plot size is large enough to provide an area for slag storage and preparation
  • Good geological, hydrogeological and engineering conditions
  • Good road access to the remaining part of the city and to Toruń
